Phase 1

The primary objective of Phase 1 (Concept & Feasibility) is to develop and investigate in further detail the feasibility of the project and to establish and implement a project management structure.

Whilst the need for the scheme will be influenced by Government policy and current planning policy (national, regional and local), the feasibility process also seeks to further define the transport problems using evidence-based analysis and establish the direction of further studies.

In addition, in assessing the need for a particular scheme, the integration of the scheme with public transport and/or other transport modes is assessed.  Other forms of transport and/or other non-road options are examined as possible alternatives to the scheme.

Phase 1 was completed in October 2019 and the scheme was approved to progress to Phase 2. The outcome of the Phase 1 studies was that a strong justification for the advancement of the N11/M11 Scheme to Phase 2 existed. A number of feasible transportation measures meriting more rigorous assessment were identified, including road improvements options, demand management solutions and public transport alternatives.
