Public Consultation No.2

Wicklow County Council in conjunction with Dún Laoghaire – Rathdown County Council are progressing the development of the N11/M11 Junction 4 to Junction 14 Improvement Scheme. The project is being managed by Kildare National Roads Office with Arup appointed as lead consultant to advance the project through the planning and design process.

The purpose of this public consultation is to inform the public of the transportation options which have been developed to date to address the problems identified, the constraints identified to date and the programme for advancement of the project.

Public consultation forms an important part of advancing the design process and allows for the involvement of the public in developing the Emerging Preferred Option. In order to afford an opportunity for the public to be fully informed and to raise questions, concerns and comments for future consideration, a public consultation event will be held with details as follows:

The N11/M11 Project Team values the opinion of the community on this project and welcome comment from the public and interested parties. Staff from Wicklow County Council, Kildare National Roads Office and Arup will be available to answer questions on the day.

Constraints Study

N11/M11 Junction 4 to Junction 14 Improvement Scheme – Constraints Study

Wicklow County Council, in conjunction with Dún Laoghaire-Rathdown County Council, is progressing the development of the N11/M11 Junction 4 to Junction 14 Improvement Scheme. As part of the project, it is necessary to carry out a comprehensive constraints study on the area from Ashford, Co Wicklow up to Leopardstown within the County of Dublin. The constraints study will comprise both desktop and field surveys and will cover both publicly and privately owned lands within the study area.

Why are surveys required?

A comprehensive constraints study is required for the project. The constraints study will address all constraints including human, archaeology and cultural heritage, agronomy, landscape and visual, hydrology, hydrogeology, biodiversity, geology, material assets, planning policy, noise, air and climate. These constraints will be documented and mapped and will be used by the project team to inform the development of feasible transportation options.

Who will carry out the surveys?

Only Arup’s authorised persons from appointed consultancy companies, or sub-consultants working on their behalf, will carry out surveys commencing. Each authorised person will have valid ID and authorising papers.

What type of surveys will take place?

The surveys are non-intrusive and superficial in nature.

When will surveys take place?

Surveys have commenced in May 2019 and will be on-going for a number of months. Surveys will typically take place during the day, but bat surveys are undertaken late at night to facilitate monitoring and tracking of their movements.

Public Information Day Update

The first public consultation for the N11/M11 Junction 4 to Junction 14 Improvement Scheme was held on Tuesday 11th December in the Glenview Hotel, Glen of the Downs, Co. Wicklow. As a ‘blank canvas’ display, the purpose of this first consultation was to inform the public of the proposed study area for the scheme and the processes that will be followed through each phase of the planning for the scheme. The consultation consisted of a number of display boards and constraints mapping along with a scheme brochure and comment sheet. Members of the Arup Project Team, alongside staff from Wicklow County Council and Kildare Roads Design Office (Scheme Project Managers), explained the existing transport problems in the study area and confirmed that no solutions had yet been agreed and that all reasonable alternatives would be assessed to identify the correct solution. The project team were on hand to answer the public’s questions on the process and also invited input from those interested or affected by the scheme. Approximately 200 people signed the attendance register on the day and overall support for an improved transport solution in the corridor was very strong.
